Expands leveraged funds that local workforce development boards may apply toward the 10% credit for training requirements to include supportive services, TANF funds, and any other local, state, or federal funds used for training or supportive services.

Increases the minimum training spending requirement for local workforce development boards from 25% to 30% of Title I Workforce Innovation and Opportunity Act funds for adults and dislocated workers beginning program year 2016.

Allows supportive services funded through federal, state, local, and private sources to count toward meeting minimum training expenditure requirements if participants are enrolled in the federal Workforce Innovation and Opportunity Act for performance tracking.

Requires local workforce development boards to maintain records of all training and supportive services expenditures claimed for credit, with costs independently verifiable by the Employment Development Department.

Takes effect immediately as an urgency statute to ensure implementation before local workforce development boards submit their plans in March 2017.
