Repeals obsolete workers' compensation study requirements from existing law.

Requires employers to separately compensate piece-rate employees for rest and recovery periods and other nonproductive time at an hourly rate no less than the applicable minimum wage, distinct from piece-rate compensation.

Mandates itemized wage statements for piece-rate employees showing total hours, rates, and gross wages for rest and recovery periods and other nonproductive time.

Provides an affirmative defense to wage claims for failures to pay compensation for rest and recovery periods before January 1, 2016, if employers make retroactive payments by December 15, 2016, and comply with specified notice and documentation requirements.

Section 226.2 expires January 1, 2021, with replacement provisions becoming operative on that date.
