Requires California's 3 largest electrical corporations to implement new rates for customers installing clean distributed energy resources after January 1, 2016, by July 1, 2017.

Nonbypassable charges must be collected based only on actual metered electricity consumption at the same per-kilowatthour rate as customers without distributed energy resources, with all recovered costs limited to the same customer class.

Defines "clean distributed energy resources" as on-site facilities with capacity of 15 megawatts or less that either emit no more than 379 kilograms of CO2 equivalent per megawatthour or qualify as eligible renewable energy resources.

Requires customers with clean distributed energy resources to provide annual data to the Public Utilities Commission and State Air Resources Board, and facilities are subject to onsite inspection for equipment verification and emissions performance.

Suspends eligibility for new customers to receive service under this rate program on December 31, 2020, but allows existing customers to continue participation for the useful life of their clean distributed energy resources.
