Ratifies the tribal-state gaming compact between the State of California and the Santa Ynez Band of Mission Indians executed on August 26, 2015.

Exempts from California Environmental Quality Act review the execution of the compact, amendments to the compact, and intergovernmental agreements negotiated under the compact's authority.

Exempts from CEQA review the on-reservation impacts of compliance with the compact terms and the sale of compact assets or creation of special purpose trusts.

Clarifies that the CEQA exemptions apply only to the specified tribal and state actions, not to separate requirements for cities, counties, or the Department of Transportation.

Takes effect immediately as an urgency statute to support economic development and self-sufficiency of the Santa Ynez Band of Mission Indians.
