Requires the California Department of Transportation to notify broadband companies and organizations of highway construction projects on its website that are suitable for installing broadband conduit.

Authorizes broadband deployment entities (local governments, nonprofits, cable and telephone corporations) to collaborate with the Department of Transportation to install broadband conduit during highway construction projects initiated on or after January 1, 2017.

Mandates the Department of Transportation develop guidelines by January 1, 2018, in consultation with stakeholders, to facilitate broadband conduit installation on state highway rights-of-way, including access to existing asset information and future project collaboration.
