Prohibits public entities from entering into contracts for goods, services, information technology, or construction unless the contractor represents it is not engaged in and will not engage in boycotts based on race, color, religion, gender, or nationality.

Defines "boycott" to exclude decisions based on business or economic reasons, nondiscriminatory boycotts of foreign states, and boycotts authorized or required by federal or state law.

Exempts contracts where the non-compliant contractor offers at least 20 percent lower pricing than the next bidder, contracts valued under $10,000, or contracts entered into before January 1, 2017.

Declares the requirement a matter of statewide concern that applies to charter cities and charter counties, superseding conflicting charter provisions.

Requires state reimbursement to local agencies and school districts for any costs mandated by the bill, as determined by the Commission on State Mandates.
