Appropriates $800,000,000 from the Greenhouse Gas Reduction Fund for the 2016-17 fiscal year to various state agencies for greenhouse gas reduction programs.

Allocates $290,000,000 to the State Air Resources Board for low carbon transportation and infrastructure, plus $10,000,000 for active transportation and transit pass investments.

Allocates $200,000,000 to the Department of Community Services and Development, California Conservation Corps, State Energy Resources Conservation and Development Commission, and Department of Water Resources for clean energy community programs including weatherization, solar rooftops, and equipment replacement.

Allocates $100,000,000 to the Department of Fish and Wildlife and $85,000,000 to the California Coastal Conservancy for wetland, watershed restoration, and carbon sequestration projects, plus $75,000,000 to the Natural Resources Agency and Department of Forestry and Fire Protection for riparian programs, urban greening, and forestry.

Reserves $150,000,000 from the fund for future legislative priorities.
