Allows the Department of Alcoholic Beverage Control to issue up to five additional new on-sale general licenses for bona fide public eating places in Inyo County from January 1, 2017 through December 31, 2019.

Requires premises operating bona fide public eating places to have seating capacity for 50 or more diners to qualify for a license under this section.

Prohibits licenses issued under this section from being transferred to another county or to premises that do not meet the qualifying requirements.

Allows current holders of valid on-sale general seasonal business licenses to apply for an original on-sale general license under this exception.

Establishes that a special law is necessary for Inyo County due to unique economic circumstances that cannot be addressed through general law.
