Requires the Office of Emergency Services to conduct annual comprehensive statewide reviews of wireless "911" call routing in consultation with the California Highway Patrol and county coordinators to maximize system efficiency

Allows local fire, police, sheriff, and emergency medical services agencies to request reviews of specific cell sector routing decisions after the annual statewide review process is completed
