Establishes first priority enrollment in before and after school programs for homeless youth (as defined by federal McKinney-Vento Act) and foster youth, effective July 1, 2017.

Prohibits programs that charge family fees from charging fees for homeless or foster youth, while allowing programs to charge families and waive fees for pupils eligible for free or reduced-price meals.

Requires programs to inform parents or caregivers of homeless and foster youth priority enrollment rights and allow self-certification of eligible status, with optional access to school district homeless liaison information.

Removes previous priority enrollment requirement for middle and junior high school pupils who attend daily, replacing it with second priority status for daily attendees in middle and junior high schools only.

Encourages programs to seek federal funding for snacks and meals through the National School Lunch Program, Summer Food Service Program, School Breakfast Program, or Child and Adult Care Food Program rather than using core operating funds.
