Exempts from California Environmental Quality Act (CEQA) projects involving inspection, maintenance, repair, rehabilitation, replacement, or removal of existing transportation infrastructure including highways, bridges, transit systems, bikeways, and pedestrian paths.

Allows addition of auxiliary lanes or bikeways to existing transportation infrastructure if the project stays within existing rights-of-way and does not add motor vehicle lanes beyond auxiliary lanes.

Requires restoration of any surrounding areas altered during construction to their pre-project condition.

Mandates public agencies carrying out exempt projects notify affected public agencies with permit, land use, environmental, or emergency response authority and provide notice of exemption.

Requires compliance with all applicable state and federal laws including water quality, fish and game, endangered species protections, and any conditions imposed by local planning departments.
