Establishes the California Interactive Sports Wagering Consumer Protection Act to authorize licensed card rooms, horse racing associations, and federally recognized Indian tribes to accept sports wagers through electronic methods (telephone, computer, or internet)

Requires applicants to obtain authorization from the Department of Justice and pay annual fees to the Gambling Addiction Program Fund; operators must remit a percentage of sports wagering winnings to a state fund on a quarterly basis

Prohibits licensed operators from accepting wagers from individuals under 21 years old, from persons on self-exclusion lists, or from wagers initiated outside California; requires problem gambling information on all sports wagering websites

Amends Penal Code Sections 336.9 and 337a to exempt authorized sports wagering from existing prohibitions on betting and bookmaking activities

Becomes operative only if federal Professional and Amateur Sports Protection Act is amended or repealed and California voters approve a state constitutional amendment authorizing sports wagering; takes effect immediately as an urgency statute
