AB 1574 Summary

• Requires the Department of Motor Vehicles to obtain disclosure of the carrier or corporation name when issuing or renewing commercial vehicle registration for buses, limousines, or modified limousines used by charter-party carriers or passenger stage corporations.

• Mandates the Department of Motor Vehicles to notify the Public Utilities Commission when charter-party carriers or passenger stage corporations first register buses, limousines, or modified limousines, providing identifying information about each vehicle.

• Requires the Public Utilities Commission to annually verify in collaboration with the Department of Motor Vehicles that all buses, limousines, and modified limousines used by these carriers have been reported to the commission.

• Directs the Public Utilities Commission to ensure newly registered buses, limousines, and modified limousines meet all statutory and regulatory safety requirements and to request California Highway Patrol safety inspections when unreported vehicles are discovered.

• All provisions become operative on January 1, 2018, and prohibits the commission from issuing or renewing permits or certificates for non-compliant carriers or corporations.
