Authorizes health care service plans in the greater Sacramento area to require enrollees seeking mental health services to participate in an Early Diagnosis and Psychosis Treatment (EDAPT) program, beginning July 1, 2017

Requires participating plans to develop clinical guidelines for enrollees and distribute them through evidence of coverage documents to network primary care and mental health providers

Allows enrollees to opt out of the EDAPT program if a psychiatrist notifies the plan that the enrollee is under their care

Repeals this authorization on January 1, 2020, unless extended by later legislation enacted before that date

Declares no state reimbursement is required because any costs to local agencies result from changes to criminal penalties under state-mandated local program provisions
