Renames the State Emergency Food Assistance Program (SEFAP) to the CalFood Program, effective January 1, 2017, administered by the State Department of Social Services.

Renames the State Emergency Food Assistance Program Account to the CalFood Account, established in the Emergency Food Assistance Program Fund, which may receive federal funds and voluntary donations.

Requires CalFood Account moneys be used for purchasing, storing, and transporting California-grown or produced food for food banks, with storage and transportation limited to 10 percent of annual budget.

Allocates CalFood Account funds for state administrative costs associated with program administration, in addition to food provision to low-income households through food banks.

Establishes the Public Higher Education Pantry Assistance Program Account for food banks providing on-campus pantry and hunger relief services to low-income students at public higher education institutions.
