Applies to leases or agreements that could not be presented to the Legislature during the annual budget process or require material revisions deemed necessary for public interest

Updates references to legislative committees from "Assembly Ways and Means Committee" and "Senate Budget and Fiscal Review" to "Assembly Committee on Appropriations" and "Senate Committee on Budget and Fiscal Review"

Maintains existing exemptions for leases under 20 years involving limited portions of state park units with impacts not exceeding $500,000 in annual gross revenue and no significant changes to state operational funding or staffing
