Requires public postsecondary educational institutions to include disclosure requirements in their Conflict of Interest Codes for employees who make or influence decisions on course material adoption.

Mandates employees disclose any items of value, royalties, or other compensation received as a result of adopting specific course materials for coursework or instruction.

Applies to items including donated equipment or goods, payments, loans, advances, deposits of money, and compensation from course material sales.

Establishes that if the Commission on State Mandates determines costs are mandated by the state, reimbursement to local agencies and school districts shall be made pursuant to existing statutory provisions.

Requires a 2/3 vote in each house and declares the bill furthers the purposes of the Political Reform Act of 1974.
