Reinstates cost-of-living adjustments (COLA) for the State Supplementary Program (SSP) beginning January 1, 2018, which had been suspended since 2011.

Establishes that COLA calculations use the California Necessities Index based on weighted changes in food, clothing, fuel, utilities, rent, and transportation for low-income consumers.

COLA adjustments utilize Consumer Price Index data from specific California regions (Los Angeles-Long Beach-Anaheim, San Francisco-Oakland, San Diego, and additional areas representing at least 80 percent of recipients).

Continues the pass-along of federal SSI cost-of-living increases to SSP recipients effective January 1 of each calendar year.

Makes an appropriation to implement the reinstatement of cost-of-living adjustments for SSP benefits.
