Prohibits courts from staying or enjoining construction or operation of the Temperance Flat Reservoir unless the court finds an imminent threat to public health and safety or that unforeseen important Native American artifacts or historical/archaeological/ecological values would be materially and permanently adversely affected.

If a court finds grounds for injunction under the specified conditions, the court may only enjoin the specific activities that present the threat or would adversely affect identified artifacts or values.

Defines "project" as the Temperance Flat Reservoir described in the Upper San Joaquin River Basin Storage Investigation Draft Environmental Impact Statement issued in August 2014.

Legislature declares that a special law is necessary due to unique circumstances caused by drought in the San Joaquin Valley and that a general law cannot be made applicable.
