Appropriates $50,000,000 from the Water Quality, Supply, and Infrastructure Improvement Fund of 2014 for competitive grants to develop and implement groundwater planning requirements.

Requires special consideration for grant projects that create groundwater recharge basins in areas of fallow farmland.

Recognizes subsidence problems in California's Central Valley caused by excessive groundwater extraction, including documented sinking of up to 28 feet in some areas near Mendota and 12 inches in eight months near Corcoran.

Notes that farmers are pumping an additional six million acre-feet of groundwater annually compared to 2011 to compensate for reduced surface water deliveries during drought conditions.
