Exempts certain projects from California Environmental Quality Act (CEQA) requirements when undertaken by public agencies to mitigate drought conditions during a Governor-proclaimed state of emergency.

Applies only to specific projects including: connecting residential users to community water systems, interconnecting water systems, constructing stormwater infiltration or recycled water facilities, and expanding recycled water distribution infrastructure within existing rights of way.

Exemption is operative only during a state of emergency proclaimed by the Governor due to drought conditions under Government Code Section 8550.

Requires public agencies to determine whether the exemption applies, constituting a state-mandated local program.

No state reimbursement is required because local agencies may levy service charges, fees, or assessments to cover mandate costs.
