Authorizes Contra Costa Transportation Authority to conduct a pilot project testing driverless autonomous vehicles without steering wheels, brake pedals, or accelerators at a designated business park and GoMentum Station at speeds under 35 miles per hour.

Requires $5,000,000 insurance, surety bond, or self-insurance and submission of detailed testing program description to Department of Motor Vehicles before testing begins on public roads.

Mandates autonomous vehicle operators disclose what personal information is collected from pilot project participants and requires reporting of accidents and technology disengagements to the department.

Requires vehicles to have remote operator communication links, compliance with federal Motor Vehicle Safety Standards, law enforcement interaction plans, and certification of controlled pre-testing.

Sunsets 180 days after the department promulgates regulations allowing driverless autonomous vehicle testing statewide, at which point Contra Costa Authority testing must comply with those state regulations.
