Beginning January 1, 2018, smoking and tobacco product use are prohibited on campuses of the California State University and California Community Colleges, including electronic smoking devices.

California State University Trustees and community college district governing boards may set enforcement standards, conduct educational campaigns, and impose fines of up to $25 for the first offense, $50 for the second offense, and $100 for third and subsequent offenses.

Fine proceeds must be allocated to support educational operations, promotion of the tobacco-free policy, and tobacco cessation treatment options for students on the campus where the violation occurs.

Fines may only be imposed after an educational campaign has failed to achieve substantial compliance with the prohibition.

The University of California Regents are encouraged to adopt similar tobacco and smoke-free policies on UC campuses.
