Requires private and public employers providing mass transportation services (buses, trains, light rail) in California to train employees likely to interact with human trafficking victims on recognizing signs and reporting procedures.

Directs the Department of Justice to develop training guidelines covering human trafficking definitions, myths and misconceptions, red flags (physical and mental signs), and confidential reporting methods including national hotlines.

Mandates all new employees receive human trafficking training as part of initial onboarding by January 1, 2018.

Requires all existing employees likely to interact with trafficking victims receive the training by January 1, 2018.

Excludes taxi services and air travel from the mass transportation definition.
