Extends California Health Benefit Exchange board authority to adopt emergency regulations for eligibility, enrollment, and appeals processes through January 1, 2019 (previously 2017), allowing these regulations to remain in effect for 5 years instead of 3.

Establishes Naloxone Grant Program requiring State Department of Public Health to award funding to local health departments, community organizations, and opioid prevention coalitions to distribute Naloxone to first responders and at-risk opioid users through syringe exchange programs, homeless programs, and substance use disorder treatment providers.

Modifies Medi-Cal estate recovery provisions to limit claims to federally-required services, restrict recovery to probate estates only, eliminate spousal claims after death, add registered domestic partner protections, and allow waiver for homesteads of modest value; applies only to individuals dying on or after January 1, 2017.

Restores acupuncture services as a covered Medi-Cal benefit effective July 1, 2016, and increases General Fund allocation for Electronic Health Records Incentive Program administrative costs from $200,000 to $425,000 annually.

Expands Investment in Mental Health Wellness Act programs to serve children and youth 21 years and under with funding for mobile crisis teams, crisis stabilization services, family respite care, and triage personnel; requires annual reporting to Legislature through January 1, 2018.
