Authorizes the California Infrastructure and Economic Development Bank to sell tribal gaming compact assets to a special purpose trust that may issue bonds, with net proceeds deposited into transportation funds up to $1.5 billion.

Increases vehicle registration fees from $43 to $53 effective April 1, 2017, with annual adjustments based on the California Consumer Price Index.

Modifies State Transit Assistance program allocations for fiscal years 2015-16 through 2017-18 by using operator ratios from the 2014-15 fiscal year.

Changes senior citizen identification card expiration from 10 years to 8 years, and prohibits the Department of Motor Vehicles from issuing a Real ID driver's license to someone holding a Real ID identification card, effective January 1, 2018.

Appropriates $3,888,000 from the General Fund to the Department of Motor Vehicles to implement the California New Motor Voter Program and requires a pilot program to assist persons who do not fully complete voter registration with a report due October 15, 2016.
