Authorizes the State Public Works Board to issue up to $270,000,000 in revenue bonds, notes, or bond anticipation notes to finance acquisition, design, and construction of adult local criminal justice facilities, with $20,000,000 set aside for Napa County.

Requires participating counties to contribute a minimum of 10 percent of total project costs, with the Board of State and Community Corrections able to reduce this requirement for counties with populations below 200,000.

Establishes approval procedures requiring counties to demonstrate site control, documented need for improved housing with emphasis on program and treatment space, staffing plans, architectural drawings approved by BSCC and State Fire Marshal, and CEQA compliance.

Limits financing awards to counties that have received only partial or no prior awards from previous state financing programs, except for the $20,000,000 designated for Napa County.

Requires counties receiving financing that increases capacity to certify they will not lease housing to other entities for 10 years after facility completion, and to provide adequate onsite visitation space and address sexual abuse prevention measures.
