AB 1620 Summary

• Approves a memorandum of understanding between the state and State Bargaining Unit 12 (International Union of Operating Engineers) effective July 1, 2015 to July 1, 2019, and appropriates $45,419,000 for fiscal year 2016-17 for employee compensation under this agreement.

• Modifies reinstatement rights for employees in exempt positions by eliminating specific time periods for requesting reinstatement and simplifying the reinstatement process to occur within 10 working days of termination.

• Expands civil service testing rights for exempt employees with at least 5 years of state service to obtain appointment list eligibility through deferred examination for any class with a current eligible list meeting minimum qualifications.

• Establishes new contribution and vesting requirements for health care and dental benefits for judicial branch employees and State Bargaining Unit 12 employees hired on or after January 1, 2017, including limiting employer contributions to 80% of weighted average premiums and requiring 15 years of service for any benefit eligibility.

• Adjusts judicial salary increases by reducing the average percentage salary increase by furlough-related salary decreases, eliminates salary increases if the resulting percentage is zero or negative, and caps interest awards on unpaid judicial salaries to the Pooled Money Investment Account rate.
