Department of General Services may assess a surcharge not exceeding 15% of approved claims against state entities, with surcharge deposited into the Service Revolving Fund instead of the General Fund.

Expands the definition of "human trafficking caseworker" to include employees of homeless services providers serving homeless children or youth who complete a minimum of 8 hours of training on human trafficking victims from the Runaway and Homeless Youth Training and Technical Assistance Center.

Requires $20,000,000 of revenue bonds authorized under the State Public Works Board adult local criminal justice facilities program to be awarded to Napa County without requiring submission of an additional facility proposal.

Appropriates $3,000,000 from the Gambling Control Fund to the Department of Justice to address the backlog in cardroom licensing investigations.

Takes effect immediately as a budget-related appropriations bill.
