AB 1637 Summary

• Increases maximum annual collection for the self-generation incentive program to double the 2008 calendar year amount through December 31, 2019, to support distributed generation and energy storage deployment.

• Raises the fuel cell program capacity cap by authorizing 500 megawatts in addition to installed capacity as of January 1, 2017, and increases maximum fuel cell facility size from 1 megawatt to 5 megawatts.

• Requires the State Air Resources Board to establish annual greenhouse gas emissions reduction standards for fuel cell resources by March 31, 2017, with updates every three years, and requires fuel cell facilities to comply with state emissions standards.

• Extends fuel cell facility eligibility deadline from January 1, 2017 to December 31, 2021, allowing more time for facilities to commence operation and qualify for net energy metering tariffs.
