Extends indefinitely an exemption from the California Public Employees' Pension Reform Act (PEPRA) for public employees whose collective bargaining rights are protected under federal law (Section 5333(b) of Title 49, U.S. Code) and who became retirement system members before December 30, 2014.

Eliminates the previous expiration date for the exemption (January 1, 2016 or upon a specified federal court decision) and makes the exemption permanent regardless of hire date.

Provides that the exemption applies without regard to date of hire if a federal district court upholds the U.S. Secretary of Labor's determination that PEPRA application would prevent the required certification under federal law.

Amends Section 7522.02 of the Government Code to codify these changes to retirement plan requirements for state and local public retirement systems.
