Amends Vehicle Code Section 22500.5 to allow local authorities to permit shuttle service vehicles to stop at curb spaces designated for transit system bus passenger loading and unloading, upon agreement between the transit system and shuttle service provider.

Defines "shuttle service vehicle" as motor vehicles operated by charter-party carriers of passengers, passenger stage corporations, or highway carriers of passengers registered with the Public Utilities Commission.

Defines "shuttle service" as private transportation for exclusive or primary use of discrete groups (clients, patients, students, staff, visitors, residents) between organization facilities or to other locations on a regularly scheduled basis.

Declares legislative intent that shuttle service authorization does not replace public transit services and applies only to shuttle services that do not offer services to the general public as common carriers.

Takes effect immediately as an urgency statute requiring a two-thirds vote.
