Requires the Board of Governors of the California Community Colleges, Trustees of the California State University, and governing bodies of independent institutions of higher education to generate biennial campus climate reports beginning with the 2017-18 legislative session; encourages University of California campuses to do the same.

Reports must include information on administrative efforts to affect campus climate, campus programs related to gender, race, ethnicity, national origin, religion, sexual orientation, disability, and gender identity, and administrative efforts to reduce student food insecurity and homelessness.

Requires institutions to post reports on their Internet websites and submit them to the Governor, Attorney General, and appropriate legislative policy committees.

Requires institutions to create, review every two years, and update as necessary protocols, policies, and procedures for compliance with the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and the Violence Against Women Reauthorization Act of 2013.

Defines "campus climate" as a measure of an individual's experience within a learning environment focusing on attitudes, practices, policies, and behaviors of campus life that impact success and retention of campus community members.
