Establishes the Zero- and Near-Zero-Emission Intermodal Terminals Program administered by the State Air Resources Board to fund equipment upgrades and infrastructure investments at intermodal terminals for transitioning freight systems to zero- and near-zero-emission operations.

Establishes the Port Building and Lighting Efficiency Greenhouse Gas Reduction Fund Program administered by the State Energy Resources Conservation and Development Commission to fund energy efficiency upgrades and renewable energy installations at public ports.

Both programs are funded through the Greenhouse Gas Reduction Fund and require competitive allocation of moneys based on greatest greenhouse gas emissions reductions not otherwise required by statute or regulation.

Eligible projects for intermodal terminals include early deployment of zero- and near-zero-emission cargo handling equipment and necessary fueling infrastructure, but explicitly excludes vessel upgrades.

Eligible projects for public ports include renewable technology installations, conventional lighting replacement, grid-based energy demand reduction measures, and electrification projects, but explicitly excludes vessel upgrades.
