Extends the distance for 15 miles per hour school zone speed limits from 500 feet to 1,320 feet in residential areas on highways posted at 30 miles per hour or slower.

Extends the distance for 25 miles per hour school zone speed limits from 500-1,000 feet to 500-1,320 feet in residential areas on highways posted at 30 miles per hour or slower.

Allows local authorities to extend maximum school zone distances up to one mile based on an engineering and traffic survey documenting school attendance boundaries or travel patterns.

Applies speed limits to all lanes of affected highways in both directions of travel when conditions are met (maximum two traffic lanes, maximum 30 mph posted speed limit before and after school zone).

Eliminates state reimbursement requirements by classifying changes as creation of new infractions under state mandate exemption provisions.
