Authorizes the Department of Alcoholic Beverage Control to issue up to 5 additional new on-sale general licenses in Napa County (29th class county) from January 1, 2017 to December 31, 2017 for bona fide public eating places with seating capacity of 25 or more diners.

Permits the department to issue a special on-sale general license to for-profit theaters in Napa County with at least 800 theatrical seats that are primarily devoted to live theatrical performances.

Allows alcoholic beverage sales, service, and consumption in theater lobbies and seating areas from two hours before to three hours after live theatrical performances.

Exempts for-profit theaters holding special on-sale general licenses from operating as bona fide public eating places and from certain licensing limitations.

Declares that a special law is necessary for Napa County due to the unique circumstances of its economy and the cultural importance of for-profit theaters.
