Requires probation officers to establish a supervision program for minors alleged to have committed prostitution-related offenses under Penal Code Section 647(b) or 653.22, instead of filing a petition to declare them wards of the court.

Allows minors charged with prostitution offenses to participate in supervision programs even if they have previously participated in such programs, removing the standard bar to re-participation.

Mandates probation officers to report to county child welfare agencies if they have reason to believe a minor is a victim of abuse or neglect as defined in Welfare and Institutions Code Section 300.

Provides for state reimbursement to local agencies for costs mandated by the bill if the Commission on State Mandates determines such costs exist.
