Requires the California Highway Patrol to develop protocols for memoranda of understanding (MOUs) with local governments upon request to increase tour bus inspections in their jurisdictions.

Mandates that any MOU include a provision requiring the local government to reimburse the department for all actual costs of conducting additional inspections.

Prohibits inspections conducted under these MOUs from duplicating existing inspections already required under Vehicle Code Section 34501(c).

Allows local governments to request increased safety oversight of tour buses operating within their jurisdictions while sharing the cost burden with the state.
