Requires state and local law enforcement agencies to provide free copies of incident report face sheets and incident reports to victims of domestic violence, sexual assault, stalking, human trafficking, or abuse of an elder or dependent adult, or their authorized representatives upon request.

Establishes timeframes for report availability: incident report face sheets within 48 hours (or 5 working days if good cause exists), and full incident reports within 5 working days (or 10 working days if good cause exists).

Defines "victim" to include minors age 12 or older and specifies who may act as representatives, including surviving family members, guardians, attorneys, or conservators, with restrictions excluding convicted murderers and identified suspects.

Sets different request timeframes: 5 years from incident completion for domestic violence reports and 2 years from incident completion for sexual assault, stalking, human trafficking, or elder abuse reports.

Requires law enforcement to verify requestor identity through driver's license, state ID, or passport, with additional documentation needed for representatives of deceased or incapacitated victims.
