Requires social workers to provide written notice to the child's attorney and the child (if 10 years or older) at least 14 days before placing a dependent child outside their county, in addition to notice already required for parents or guardians.

Authorizes the child to object to out-of-county placement within seven days of receiving notice, and requires the court to hold a hearing within five days of objection before the placement occurs.

Allows the court to bypass the 14-day notice requirement if the child's health or well-being would be endangered by delay or by providing prior notice.

Establishes that the court shall order out-of-county placement only if it finds the child's particular needs require placement outside the county.

Exempts local agencies from state reimbursement requirements for costs resulting from this bill, to the extent it increases costs under the 2011 Realignment Legislation.
