Requires high school students graduating in the 2021-22 school year and thereafter to complete at least one course with a service learning component to satisfy graduation requirements.

Defines service learning as a method where students learn through active participation in organized community service that is integrated into academic curriculum and includes structured reflection time.

Mandates the Superintendent of Public Instruction develop curriculum standards for service learning courses by March 1, 2018, with the State Board of Education to adopt or reject the standards by July 1, 2018.

Requires the Superintendent to consult with community leaders, pupils, parents, teachers, administrators, postsecondary educators, and business representatives representing diverse regions and socioeconomic communities in developing standards.

Establishes that school districts implementing these curriculum standards qualify as a state-mandated local program eligible for reimbursement under existing Government Code provisions.
