Establishes a grant program administered by the State Water Resources Control Board to award grants to public elementary and secondary schools for improving access to and quality of drinking water

Eligible projects include installation of water bottle filling stations, drinking water fountains with contaminant removal capability, point-of-entry or point-of-use treatment devices, and plumbing repairs that improve drinking water quality

Requires the board to prioritize grants to schools serving disadvantaged communities as defined in Section 79505.5

Appropriates $10,000,000 from the General Fund to the State Water Resources Control Board for allocation to local educational agencies as grants under this program

Specifies that appropriated funds must supplement, not replace, other state funds provided to local educational agencies, and shall be applied toward minimum school funding requirements under the California Constitution
