Adds worker transition and employment promotion in alternative and renewable fuels sector as a preference criterion for grants under the Alternative and Renewable Fuel and Vehicle Technology Program

Expands eligibility for workforce training programs to include training for dislocated workers from fossil fuel sectors and low-skilled workers seeking middle-skill credentials or apprenticeships in related occupations

Requires the State Energy Resources Conservation and Development Commission to collaborate with workforce development entities including the California Workforce Development Board, Employment Training Panel, Employment Development Department, and Division of Apprenticeship Standards

Maintains existing program provisions providing competitive grants, loans, and other funding up to $100 million annually to develop alternative fuel infrastructure and vehicle technologies to reduce greenhouse gas emissions and petroleum use
