Requires the State Water Resources Control Board to adopt general conditions by January 1, 2018 permitting small irrigation registrants to store water during high streamflow in exchange for reducing diversions during low streamflow periods.

Requires the board to adopt general conditions by June 30, 2019 for small irrigation use registrations for purposes not covered by the January 1, 2018 deadline.

Allows the board to issue and renew water registrations on stream segments with Director of Fish and Wildlife streamflow requirements if registration conditions are consistent with applicable streamflow requirements.

Requires the Department of Fish and Wildlife to review proposed water use registrations submitted with lake or streambed alteration notifications and propose lawful conditions in draft agreements; conditions in final agreements are deemed conditions on water appropriations.

Provides that no reimbursement is required under the California Constitution for costs related to changes in crime definitions or penalties resulting from this act.
