Requires the University of California, in collaboration with the Academic Senate, to ensure that admissions policies include guidance that nonresident undergraduate students generally exceed the academic qualifications of resident undergraduate students at each campus.

Makes compliance with this requirement a condition of receiving funds appropriated in the annual Budget Act.

Requires the University of California to report annually to the Legislature on implementation of the policy, including mean and median academic indicator scores for admitted resident and nonresident undergraduate students at each campus.

Designates the bill as an urgency statute effective immediately upon passage.
