Prohibits construction of a peripheral canal (facility conveying water from Sacramento River to State Water Project or federal Central Valley Project pumping facilities south of the Delta) unless expressly authorized by a California voter initiative on or after January 1, 2017

Requires the Legislative Analyst's Office to complete an economic feasibility analysis before any initiative vote on a peripheral canal, including total project costs and expected impacts on taxpayers, water ratepayers, and the General Fund

Requires that construction and operation of any peripheral canal shall not diminish or negatively affect water supply, water rights, or water quality for water users within the Delta watershed
