Adds Section 1686 to the Vehicle Code authorizing the Department of Motor Vehicles to establish contracts with qualified private industry partners for processing and payment programs for driver's license renewals.

Authorizes three types of private industry partnerships: first-line business partners (receive data directly from DMV), first-line service providers (receive information and transmit to other partners), and second-line business partners (receive information from first-line service providers).

Requires private industry partners to file applications, pay application fees, submit fingerprints and personal history statements, and post bonds consistent with Section 1815.

Establishes a $3 transaction fee per category of information and services provided, adjusted annually by the California Consumer Price Index, with all fees deposited in the Motor Vehicle Account.

Requires the DMV to adopt regulations ensuring oversight and monitoring of private industry partners and to submit annual reports to the Legislature by October 1 detailing partner listings, transaction volumes, funds collected, fraudulent activities, and program recommendations.
