Redirects 25% of annual Greenhouse Gas Reduction Fund proceeds from the High-Speed Rail Authority to the Transportation Agency's Transit and Intercity Rail Capital Program if the High-Speed Rail Authority selects an alternative initial operating segment not described in the 2012 business plan.

Establishes legislative findings that more than 50% of disadvantaged census tracts are in Southern California and less than 5% are in the San Francisco Bay Area, supporting redirection of cap-and-trade funds to benefit disadvantaged communities.

Requires that any redirection of cap-and-trade investments away from Southern California's disadvantaged communities would need legislative reauthorization, consistent with Senate Bill 862.

Makes an appropriation and requires fiscal committee review of the bill.
