Requires owners and operators of unmanned aircraft (excluding model aircraft) to display identifying information beginning January 1, 2017, including owner name, address, and telephone number in legible, permanent marking readable without magnification.

Allows alternative compliance methods: storing identifying information in digital format on the aircraft, or displaying a website address listing the required information.

Exempts model aircraft defined as unmanned aircraft weighing 55 pounds or less, flown within visual line of sight, and operated strictly for hobby or recreational purposes.

Establishes civil liability of up to $2,500 for violations, with enforcement authority granted to the Attorney General, district attorneys, county counsel, and city attorneys.

Clarifies that the requirements do not conflict with or supersede Federal Aviation Administration rules and regulations.
