Amends Vehicle Code Section 21455 to expressly state that stops are required at official traffic control signals erected and maintained on freeway or highway on-ramps

Makes technical, nonsubstantive changes to traffic control signal provisions, including clarifying language about where stops must be made in the absence of marked limit lines or crosswalks

Removes provisions that would have created a new infraction for running red lights at freeway/highway on-ramp signals with a $50 fine

Removes provisions establishing state-mandated local program reimbursement requirements
